Mandate’s opening options include moving ITA and parts of BIS (with EXIM/USTDA/DFC and other trade programs) toward USTR; consolidating/eliminating EDA grants; merging BEA, Census, and BLS into one statistical agency; making USPTO a performance-based organization under OMB (or consolidating with NIST); and dismantling NOAA with functions eliminated, transferred, privatized, or given to states.

Undo plan
1) Block dismantlement that scatters statistical integrity and weather/climate public goods.
2) Keep Census/BEA/BLS professionally independent if any shared services occur.
3) Retain NOAA’s core public-safety forecasting and satellite missions in federal hands.
4) Oppose moving export-control/enforcement capacity in ways that weaken checks.
5) Verify: congressional jurisdiction review and continuity-of-operations plans before any transfer.
