Mandate Ch. 4 (Department of Defense) — Optimize acquisition community: decentralize DAU offerings and expand DAU mission to include accreditation of non-DOD institutions; DAU monopoly on knowledge/certification and cost to private contractors/non-DoD civilians limits supply of trained candidates and is unnecessary barrier to entry.

1) Maintain common certification standards even if multiple providers deliver training.
2) Prevent race-to-bottom credentialing that weakens contracting competence.
3) Fund scholarships/access rather than only privatizing training.
4) Require DAU quality benchmarks for any accredited alternatives.
5) Verify: acquisition workforce fill rates and contract protest/error trends.
