Reestablish Navy General Board and Rapid Capabilities Office
Mandate recommends recreating an interwar-style General Board with final authority over ship requirements and establishing a Rapid Capabilities Office modeled on the Space Development Agency to field ‘good enough’ systems fast.

Undo plan
1) Keep JCIDS/joint requirements discipline to prevent Navy-only requirement capture.
2) Bound Rapid Capabilities exceptions with test, cybersecurity, and sustainment gates.
3) Ensure ‘good enough’ does not mean unsafe or unsupportable in combat.
4) Publish Board charters and decision appeals to SecDef.
5) Verify: shipbuilding plan stability; rapid office fielding vs. failure metrics.
