Mandate Ch. 4 (Department of Defense) — USMC: eliminate all USMC law enforcement battalions; transform at least one Marine Infantry Regiment into Marine Littoral Regiment; reduce remaining infantry battalion size; maintain M1 Abrams divestment; eliminate majority of tube artillery (M777) batteries; reduce AAVs and replacements; develop light amphibious warships for distributed Pacific ops.

1) Reassess Force Design with independent wargames before irreversible divestments.
2) Restore contingency capacity (armor/artillery/lift) if Indo-Pacific assumptions fail.
3) Protect installation security/law-enforcement functions if battalions eliminated.
4) Align Navy amphibious shipbuilding realistically before cutting MEU-relevant gear.
5) Verify: USMC force-structure tables; readiness for non-littoral contingencies.
