Mandate Ch. 5 (Department of Homeland Security) — CBP: third alternative would consolidate ICE and CBP to form combined Border Security and Immigration Agency (BSIA); BSIA should establish clear mission requirements; ICE/HSI along with CBP should be full participants in Intelligence Community; combining with USCIS also urged for national security.

1) Maintain institutional checks between border inspection, interior enforcement, and benefits if consolidation proceeds.
2) Preserve distinct oversight and complaint systems for each legacy component.
3) Condition any IC expansion on privacy and domestic-intelligence limits.
