Mandate’s primary recommendation is legislation dismantling DHS and combining CBP, ICE, USCIS, HHS ORR, and DOJ EOIR/OIL into a standalone Cabinet-level border and immigration agency (100,000+ employees).

Mandate Ch. 5 (Department of Homeland Security) — Primary Recommendation: pursue legislation to dismantle DHS; combine CBP with ICE, USCIS, HHS ORR, and DOJ EOIR and OIL into stand-alone border and immigration agency at Cabinet level; remaining supporting components could be dismantled as duplicative.
Undo plan
1) Oppose or repeal legislation dissolving DHS’s integrated homeland mission.
2) If breakup bills advance, preserve counterterrorism fusion, privacy offices, and civil-rights oversight across successor agencies.
3) Keep immigration adjudication independence from pure enforcement culture via EOIR structural firewalls.
4) Score costs of creating a third-largest department vs. reforming DHS in place.
5) Verify: statutory org charts; mission continuity audits for CT and cyber.
