Eliminate DHS Office of Intelligence and Analysis
Mandate recommends eliminating I&A as duplicative and politically weaponized, absorbing select functions/personnel into the National Operations Center and leaving component intel shops (CBP, TSA, CISA with NSA/CYBERCOM) to produce their own assessments.
Mandate
Mandate Ch. 5 (Department of Homeland Security) — Office of Intelligence and Analysis: I&A should be eliminated because it has not added value and has been weaponized for domestic political purposes; NOC within OPS should absorb select functions and tactically proficient personnel (e.g., National Vetting Center support); remainder of I&A eliminated; components better situated to make own assessments.
Undo plan
1) Rescind elimination of I&A; restore enterprise threat-assessment capacity for state/local/private partners.
2) Rebuild analytic integrity and privacy oversight rather than abolishing the office.
3) Maintain NOC situational awareness without gutting IC membership equities.
4) Investigate politicization allegations through IG—not wholesale deletion.
5) Verify: I&A product line restored; customer satisfaction of fusion centers.
