Mandate Ch. 5 (Department of Homeland Security) — ICE: order ICE to stop closing pending cases and apply enforcement priorities; stop ignoring criminal aliens via 287(g); eliminate T and U visas (use S visa); pending elimination, significantly restrict eligibility; rescind all sensitive-zone memos; operationalize Blackie’s Warrants; Congress fund more bed space and at least 20,000 ERO officers and 5,000 HSI.
Undo plan
1) Preserve T/U nonimmigrant protections for trafficking and crime victims as Congress enacted.
2) Reinstate reasonable sensitive-location guidance protecting churches, schools, and hospitals.
3) Focus 287(g) on serious threats with civil-rights monitoring—not indiscriminate local deputization.
4) Require judicial warrants norms for workplace raids; limit Blackie’s warrant misuse.
5) Verify: visa grant statistics; sensitive-location policy text; 287(g) complaint metrics.
