Scatter CISA, FEMA, Coast Guard, Secret Service; privatize TSA
Mandate would move CISA to DOT, FEMA to Interior or DOT, Coast Guard to DOJ or DoD, split Secret Service between DOJ and Treasury, privatize TSA, and shift S&T/CWMD elsewhere.

Mandate Ch. 5 (Department of Homeland Security) — Primary Recommendation: move CISA to Department of Transportation; move FEMA to Interior or (with CISA) to Transportation; move USCG to DOJ and in full-scale war to DOD (or DOD for all purposes); divide USSS—protective to DOJ, financial to Treasury; privatize TSA; move S&T to DOD and Office of Countering WMD to FBI.
Undo plan
1) Keep cyber and critical-infrastructure civilian lead (CISA) out of transportation-only silos.
2) Retain FEMA’s all-hazards federal coordination role; reject fire-sale of National Flood Insurance without affordable transition.
3) Maintain Coast Guard’s peacetime DHS law-enforcement and regulatory authorities if moved.
4) Oppose TSA privatization that fragments aviation security standards.
5) Verify: sector risk assessments; GAO reviews of any component transfers.
