Codify single nationwide detention standard for CBP/ICE facilities

Mandate Ch. 5 (Department of Homeland Security) — CBP: single nationwide detention standard should be codified rather than widely expansive and ever-changing sets of standards; standards should allow operational flexibility; President should request realistic budget fully funding detention, transportation, and processing.
Undo plan
1) Set national standards at or above existing ICE National Detention Standards / PBNDS humanitarian floors.
2) Prohibit ‘flexibility’ that legalizes overcrowding or medical neglect.
3) Fund alternatives to detention and timely hearings alongside bed space.
4) Independent inspection (DHS OIG/CRCL) with public metrics.
5) Verify: facility inspection scores; morbidity/mortality and child-welfare indicators.
