Mandate Ch. 5 (Department of Homeland Security) — Overview: CISA is a DHS component the Left has weaponized to censor speech and affect elections at expense of securing cyber domain and critical infrastructure; conservative Administration should return CISA to its statutory and important but narrow mission.
Undo plan
1) Restore CISA’s lawful cyber and infrastructure security programs including election infrastructure support as designated critical infrastructure.
2) Publish clear First Amendment and content-moderation non-roles; use transparency reports for industry engagement.
3) Separate foreign malign influence analysis from domestic partisan speech policing.
4) Codify congressional oversight of CISA industry information-sharing.
5) Verify: CISA mission statements, NDAs, and published engagement logs.
