Eliminate OCED, ARPA-E, Grid Deployment programs, and DOE Loan Program
Mandate targets elimination or deep reform of Clean Energy Demonstrations, ARPA-E, Grid Deployment (rescinding unspent IIJA grid/transmission/nuclear-credit money), State/Community Energy Programs, and the Loan Program as commercialization subsidies.

Mandate Ch. 12 (Energy) — Eliminate special-interest funding / office policies: eliminate or reform OCED, Office of State and Community Energy Programs, ARPA-E, Office of Grid Deployment, and DOE Loan Program; defund most GDO programs and rescind unspent IIJA money; eliminate ARPA-E and OCED via Congress.
Undo plan
1) Preserve ARPA-E-like high-risk research with strict additionality if eliminating deployment banks.
2) Keep targeted loan authority for first-of-a-kind nuclear/storage with taxpayer protections.
3) Continue grid-hardening grants separate from partisan deployment earmarks.
4) Wind down offices only after transferring cyber/reliability functions to CESER/OE.
5) Verify: innovation patents/demos and loan default rates.
