Ch. 19 · DOT·Proposed·

Reset CAFE toward MY2020 statutory levels; prioritize NHTSA over EPA; revoke California waiver

Mandate would lower fuel-economy standards toward the statutory MY2020 fleetwide ~35 mpg aim, ensure EPA CO2 rules do not override NHTSA, and revoke California’s Clean Air Act waiver used for ZEV mandates.

Mandate

Mandate Ch. 19 (Transportation) — CAFE Standards: return standards to reasonable ICE-feasible levels; consider returning to minimum average levels aimed at fleet-wide 35 mpg (MY2020 statutory aim) near term; ensure DOT priority over EPA CO2 limits; revoke California special waiver and invalidate inconsistent CARB fuel-economy/ZEV requirements.

Undo plan

1) Defend strengthened CAFE/GHG standards and California’s waiver authority under the Clean Air Act. 2) Rescind any NHTSA rollback to ~35 mpg era targets. 3) Coordinate EPA–DOT standards that cut pollution and save consumers fuel. 4) Support EV supply-chain onshoring rather than abandoning electrification. 5) Verify: fleet fuel economy; gasoline consumption; traffic fatality models under each standard.
