Mandate would move Head Start-adjacent and many K–12 offices out of ED: OESE programs block-granted/eliminated, IDEA mostly to HHS Administration for Community Living as no-strings LEA grants, CTE to Labor, Indian programs to BIE, and residual civil-rights assets to DOJ.

Mandate Ch. 11 (Education) — Office redistributions: transfer Indian education to BIE; expand D.C. Opportunity Scholarship and move to HHS; all other OESE programs block-granted or eliminated; transfer OCTAE programs to Labor (tribal CTE to BIE); most IDEA funding converted to no-strings formula block grant to LEAs via HHS ACL; move VR Native grants to BIE; phase out special-institution earmarks; move disability discrimination enforcement assets with OCR to DOJ.
Undo plan
1) Keep IDEA as enforceable individual rights statute—not no-strings money that drops FAPE obligations.
2) Maintain OESE Title I targeting for low-income students if block-granting.
3) Transfer CTE only with quality/outcome reporting preserved at Labor.
4) Expand D.C. scholarships without defunding D.C. public schools’ baseline.
5) Verify: disability identification/service rates and Title I concentration metrics.
