Pass Department of Education Reorganization Act to wind down the agency
Mandate’s core plan is to redistribute programs, convert funding to flexible state block grants, eliminate ineffective programs, and have Congress pass a Department of Education Reorganization (or Liquidating Authority) Act to dissolve ED as a Cabinet department.

Undo plan
1) Reject liquidation of ED without successor capacity for civil rights, IDEA, Pell, and NAEP.
2) Prefer targeted block grants with civil-rights and disability guardrails over wholesale abolition.
3) Require transition statute detailing where each major program moves before agency closure.
4) Maintain Inspector General and data continuity during any reorganization.
5) Verify: uninterrupted IDEA/Pell payments and OCR complaint processing metrics.
