2) Protect against both over- and under-identification with proper statistical controls.
3) Keep early intervening services optional where they improve outcomes without raiding FAPE funds for consultants.
4) Issue clarifying guidance after rescission.
5) Verify: special-education identification rates by need, not race quotas.
