1) Rescind any statute/regulation that bars CDC from issuing clear, evidence-based recommendations using ordinary public-health language.
2) Restore CDC recommendation authority while requiring disclosure of uncertainty, evidence grades, and that states/clinicians make final mandates.
3) Separate criminal/civil enforcement from CDC advisory documents via clear agency-of-jurisdiction rules.
4) Codify that school health mandates require state/local elected process, not CDC press statements alone.
5) Verify: Inspector General sampling that CDC advisories include evidence appendices and non-binding labeling.
