Transfer CDC vaccine-safety systems (VAERS/VSD/CISA) to FDA

Mandate Ch. 14 (HHS) — CDC Data Systems / vaccine safety: VAERS, Vaccine Safety Datalink, and Clinical Immunization Safety Assessment Project functions and associated funding should be transferred to FDA.
Undo plan
1) Reverse any transfer of VAERS/VSD/CISA (or successors) from CDC to FDA if it fragmented immunization safety capacity.
2) Restore CDC’s integrated vaccine-safety epidemiology role with FDA post-market coordination MOUs.
3) Fund modernization of adverse-event reporting UX for clinicians/ERs.
4) Publish joint CDC–FDA safety dashboards with clear methods.
5) Verify: independent review that signal detection latency and coverage did not worsen under the transfer.
