Redelegate all HUD powers to political appointees and convert career posts
Mandate says day-one leadership should assign all delegated powers to political PDAS/DAS leadership, convert career leadership to political/noncareer posts, and use SES transfers for aligned leadership.

Mandate Ch. 15 (HUD) — First-Day and First-Year Administrative Reforms: immediately assign all delegated powers to politically appointed PDAS, DAS, and other office leadership; change career leadership positions into political and non-career appointments; use SES transfers to install motivated and aligned leadership.
Undo plan
1) Reverse politicization of career SES/leadership slots; restore merit-based career leadership where statute requires.
2) Limit political delegations that bypass career expertise in lending, fair housing, and disaster recovery.
3) Reinstate Hatch Act/ethics training and IG oversight of personnel moves.
4) Codify that core program administration cannot be exclusively political-appointee gated.
5) Verify: OPM/MSPB review of conversion actions; vacancy and performance metrics.
