Amend EO 12333 to empower DNI budget, cyber, and personnel authority

Mandate Ch. 7 (Intelligence Community) — Executive Order 12333: amend EO 12333 for changing threats; delineate cyber mission roles including National Cyber Director; enhance DNI role overseeing NIP budget execution and moving money/personnel; clarify DNI OSINT enterprise leadership (PDDNI chair National Open Source Committee if needed); prioritize security clearance reform/reciprocity; ensure DNI authority similar to orchestra conductor selecting positions in subordinate agencies; express unequivocal presidential support.
Undo plan
1) Amend EO 12333 only with civil-liberties, privacy, and congressional intelligence committee consultation.
2) Preserve agency statutory authorities (CIA, NSA, FBI) against ODNI empire-building.
3) Grant budget flexibility within appropriations—not off-books reprogramming.
4) Keep cyber role delineation that protects domestic civil liberties.
5) Verify: revised EO text; IC IG review of DNI tasking disputes.
