Amplify NCSC counterintelligence authorities against China espionage
Mandate says don’t create a new CI agency but amplify NCSC authorities/roles, update the Counterintelligence Enhancement Act, and keep primary operational elements at FBI while whole-of-government rows together on China.

Mandate Ch. 7 (Intelligence Community) — Counterintelligence/China: no need to create separate agency; future President and DNI should amplify NCSC authorities and roles; update Counterintelligence Enhancement Act; primary operational elements remain at FBI; empower/resource IC by EO against China; examine FARA loopholes with AG; broaden committee intel sharing on China threat.

1) Expand NCSC coordination without duplicating FBI operational control.
2) Update CEA with privacy safeguards and private-sector due process.
3) Fix FISA/FARA enforcement fairly across foreign principals—not selective politics.
4) Fund China CI language/tech skills without McCarthyite overbreadth.
5) Verify: NCSC authority charter; economic espionage case outcomes.
