Reauthorize FISA 702 while reforming traditional Title I/III processes
Mandate supports continuing Section 702 against foreign targets while recognizing need for process fixes, and urges reforms to traditional FISA Title I/III after documented errors, without discarding the toolset.

Mandate Ch. 7 (Intelligence Community) — FISA: understand importance of FISA and differences among authorities; Section 702 should continue (foreign terrorists/spies/adversaries) with Congress reviewing PCLOB report for process improvements; traditional Title I/III often referred to as traditional FISA has been fraught with errors—incoming President should consider reforms designed to address those problems while retaining capabilities.
Undo plan
1) Reauthorize 702 with warrant requirements or stronger U.S.-person query limits as Congress debates.
2) Implement FBI/DOJ compliance reforms from IG findings before expansion.
3) Increase amicus and FISC transparency for traditional FISA.
4) Ban ‘about’ collection revival without explicit authorization.
5) Verify: FISC error rates; PCLOB recommendations implemented checklist.
