Mandate Ch. 7 (Intelligence Community) — Analytic integrity/neutrality: President should immediately revoke security clearances of any former Directors, Deputy Directors, or other senior intelligence officials who discuss their work in press/social media without prior clearance from current Director; minimize public presence; fire or otherwise punish leakers including removal of pension benefits; DOJ should use all tools and rescind damaging prior guidance; prioritize CI/security hiring.

1) Protect First Amendment rights of former officials to discuss unclassified opinions.
2) Use classification review—not viewpoint—as basis for any clearance action.
3) Pursue leak cases with due process; pension forfeiture only where statute allows after conviction.
4) Separate whistleblowing to Congress/IG from criminal leaks.
5) Verify: clearance revocation criteria; DOJ charging patterns; whistleblower protections intact.
