Consolidate federal employee appeals into MSPB; shrink EEOC/OSC roles

Mandate Ch. 3 (Central Personnel Agencies) — Making the Appeals Process Work: with proper limitation of labor union actions, FLRA should have limited reason for appeals; EEOC’s federal employee section should be transferred to MSPB; many OSC investigatory functions should be returned to OPM; MSPB could then become main reviewer of adverse actions.

1) Block transfers that remove specialized EEO and whistleblower forums.
2) Restore OSC independence to investigate PPPs and Hatch Act matters.
3) Fund MSPB/EEOC to clear backlogs rather than collapsing channels.
4) Preserve employee choice of forum for discrimination and whistleblower claims as Congress designed.
5) Verify: statutory jurisdiction maps; backlog and win-rate metrics by forum.
