Strip federal unions from national-security components (cross-cutting personnel goal)

Within the broader personnel agenda, Mandate’s DHS chapter pairs central personnel strategy with removing unions from DHS for national security; Ch. 3’s union hostility supplies the governmentwide rationale to shrink FLRA leverage and bargaining.

Mandate

Mandate Ch. 3 (Central Personnel Agencies) — Union Environment: management rights still in statute and should be enforced; public-sector unions historically seen as incompatible with constitutional government; after experience of union frustrations of good government management, hard to avoid same conclusion. (Applied governmentwide; DHS Ch. 5 also urges removing all unions in the department for national security purposes.)

Undo plan

1) Defend Chapter 71 bargaining rights for covered federal employees including homeland/security civilians where statute allows. 2) Use tailored national-security exclusions already in law rather than department-wide union bans. 3) Bargain operational flexibility instead of abolishing exclusive representation. 4) Document any true security conflicts with classified annexes subject to congressional oversight. 5) Verify: FLRA unit determinations; workforce retention in mission-critical occupations.
