Undo plan
1) Rescind any Schedule F / Schedule Policy/Career EO and related OPM implementing regs.
2) Restore competitive-service protections and adverse-action procedures for reclassified employees.
3) Offer return rights and back-pay pathways for employees improperly converted or removed.
4) Seek statute clarifying limited at-will categories and forbidding mass policy-role purges.
5) Verify: OPM headcount of excepted policy positions; MSPB/OSC case trends post-rescission.
