Accelerate COVID PPP/EIDL fraud cleanup and reverse Planned Parenthood loan forgiveness
Mandate prioritizes final accounting of COVID lending fraud, private-sector closeout help, clawbacks for ineligible forgiveness, and specifically reversing forgiveness of Planned Parenthood affiliate PPP loans with DOJ referrals if knowing misrepresentation is found.
Mandate
Mandate Ch. 25 (SBA) — COVID-19 Lending Program Accountability: final accounting and accelerated cleanup; consider private-sector support to close out; entities not eligible for forgiveness must repay; determine whether SBA can reverse forgiveness decisions—and if so reverse Planned Parenthood affiliate forgiveness, reiterate ineligibility findings, investigate, and refer knowing misrepresentation to DOJ.
Undo plan
1) Pursue fraud neutrally across recipients—no selective political targeting of disfavored nonprofits.
2) Use clear size/affiliation rules applied even-handedly.
3) Fund IG/DOJ capacity for true fraud rings first.
4) Publish transparent forgiveness-reversal standards and appeal rights.
5) Verify: recovery amounts by category and wrongful-clawback reversals.
