Mandate Ch. 6 (Department of State) — Review Retroactively: upon inauguration Secretary should order immediate freeze on efforts to implement unratified treaties/agreements, allocation of resources, foreign assistance disbursements, domestic and international contracts and payments, hiring and recruiting decisions, etc., pending political appointee-driven review for alignment with new policies.

1) Limit freezes to discretionary, non-obligated funds; honor existing legal obligations.
2) Exempt life-saving humanitarian, embassy security, and consular operations.
3) Set short sunset dates and published review criteria.
