Mandate Ch. 6 (Department of State) — Righting the Ship: freeze efforts to implement unratified treaties/agreements and related spending/hiring pending political review; freeze ongoing treaty/international agreement negotiations; stand down enforcement of treaties not ratified by Senate; identify agreements that are really treaty commitments and suspend compliance pending Senate advice and consent; withdraw treaties pending 20+ years; revoke most outstanding C-175 authorities granted to other agencies.

1) Resume compliance with binding international obligations lawfully in force.
2) Use Case Act/congressional notification rather than blanket freezes that harm alliances.
3) Restore carefully scoped C-175 delegations needed for DHS/other operational diplomacy.
4) Transmit genuine treaties to Senate rather than killing cooperation by labeling.
5) Verify: treaty/agreement inventory; C-175 revocation list and operational impacts.
