Mandate Ch. 6 (Department of State) — Consular/immigration: strictly enforce visa reciprocity; country-specific sanctions including all visas for recalcitrant countries until they accept removals; rapid reactivation of Remain in Mexico, safe third-country arrangements; asylum applicants at U.S.–Mexico border must be Day One priorities with DHS; evaluate Diversity Visa and F student visas for security consistency.
Undo plan
1) Restore asylum access consistent with INA and non-refoulement obligations.
2) Use targeted visa sanctions with humanitarian exceptions, not blanket country punishments.
3) Rebuild Mexico/third-country agreements only with genuine capacity and due process.
4) Protect legitimate student exchange while screening national-security risks.
5) Verify: reciprocity tables; removal acceptance rates; asylum grant/backlog statistics.
