End Section 232/201/301 tariffs and repeal those authorities (free-trade case)

Lassman’s free-trade case says the Administration should unilaterally end tariffs imposed under Sections 232, 201, and 301 and work with Congress to repeal those provisions so future Presidents cannot abuse them.

Mandate

Mandate Ch. 26 (Trade) — The Case for Free Trade (Lassman): implement tariff relief; end Section 232, 201, and 301 tariffs; work with Congress to pass legislation repealing those provisions so future Presidents cannot abuse them; first order of business is repeal all tariffs enacted under Section 232 of the Trade Expansion Act of 1962 and Sections 201 and 301 of the Trade Act of 1974.

Undo plan

1) If Lassman deregulatory tariff repeal is enacted wholesale, restore calibrated trade-remedy tools (AD/CVD, narrow 301 for documented IP theft) rather than leaving zero presidential leverage. 2) Oppose repeal of 232/201/301 without replacement congressional fast-track for genuine national-security import crises. 3) Keep independent ITC injury findings central to safeguard/AD actions. 4) Pair any tariff relief with worker adjustment and ally burden-sharing on China. 5) Verify: statutory text of trade authorities; remaining China IP enforcement options.
