Undo plan
1) Block blanket USAGM zeroing that collapses VOA/RFE/RFA/MBN/OCB without successor public-diplomacy capacity.
2) Restore multi-year appropriations for surrogate and VOA language services with firewall and Smith–Mundt compliance riders.
3) Require GAO/CRS assessment of information voids created by shutdowns in denied-information environments.
4) If consolidation occurs, preserve independent news charters in authorizing statute.
5) Verify: audience reach and editorial independence metrics published annually.
