Mandate Ch. 8 (Media Agencies / USAGM) — Organizational Issues / State Department: if VOA is not put in the direct chain of command under the NSC, serious consideration should be given to putting VOA under direct supervision of State’s Office of Global Public Affairs; clear NSC command lines are lacking; Secretary of State’s board seat should be relevant and directive; consolidating the agency under NSC, State, or both would aid reform.

1) Rescind any EO, memo, or reorganization placing USAGM networks under NSC operational command or State Global Public Affairs content direction.
2) Restore statutory firewall norms separating editorial newsrooms from diplomatic messaging chains; reinstate independent CEO/board governance for VOA and grantees.
3) Limit State/NSC roles to lawful foreign-policy coordination and security clearances, not story approval.
4) Seek appropriations report language affirming USAGM editorial independence from partisan campaign use and domestic targeting.
5) Verify: IG review of political content directives; publish org chart restoring journalistic reporting lines.
