Undo plan
1) Return suitability and personnel-security adjudication authority to USAGM under OPM standards if DoD/OPM monopoly was locked in without remediation milestones.
2) Require transparent remediation plan, FBI fingerprinting, and Tier 3/5 investigation catch-up before any permanent transfer.
3) Keep whistleblower channels for clearance fraud; bar political firings framed as security cleanups without due process.
4) Codify dual IG (State OIG/USAGM) audits of clearance accuracy.
5) Verify: public metrics on clearance backlog clearance rates and reciprocal-transfer tracking.
