Mandate Ch. 9 (USAID) — International Religious Freedom: next Administration must champion religious freedom; train all staff on IRF–development link; integrate into programs including 2025 Country Development Cooperation Strategy updates; strengthen mission ties with local faith leaders; build on local programs serving the poor; Congress should appropriate funding specifically for persecuted religious minorities in line with EO 13926.

1) Keep IRF programming while ensuring it does not become a sectarian litmus test excluding secular local partners.
