Mandate Ch. 9 (USAID) — Refocusing Gender Equality: rename GEWE to Office of Women, Children, and Families; realign resources; redesignate Senior Gender Coordinator as pro-life political Senior Coordinator; eliminate 180+ gender advisors/POCs; rescind Biden 2022 Gender Policy; revise gender integration regulation; remove references to gender, gender equality/equity/diverse/aware/sensitive, abortion, reproductive health, and sexual/reproductive rights from websites, publications, policies, contracts, and grants.

1) Rescind scrub orders that erase gender-based violence, maternal health, and LGBTQ+ protection language required by statute or appropriations.
2) Restore GEWE or equivalent capacity for women’s economic and safety programming.
3) Separate abortion-funding restrictions (Helms/PLGHA) from blanket bans on reproductive-health vocabulary in non-abortion care.
4) Rehire/redeploy gender advisors for violence prevention and education access under civil-service rules.
5) Verify: program indicators for maternal mortality, GBV response, and girls’ schooling restored.
