1) Reinstate climate-adaptation and clean-energy tools as optional development instruments, not banned topics.
2) Restore USAID Climate Strategy elements that fund resilience for vulnerable countries without fossil-fuel gag rules.
3) Allow host-country energy pathways including renewables and gas based on cost and access metrics.
4) Restart Paris-aligned partnerships only where Congress appropriates and statutes authorize.
5) Verify: publish energy-access and disaster-resilience outcomes, not just fossil-project counts.
