Mandate Ch. 10 (USDA) — Marketing Orders and Checkoffs: reduce number/scope—reject new requests and eliminate existing when possible; make termination easier; reject volume controls; work with Congress to eliminate programs; promote legislation requiring regular votes at least every five years that USDA must honor.

Undo plan

1) Preserve research/promotion checkoffs that producers affirmatively reauthorize by vote. 2) End volume controls and compelled political speech without killing all commodity research. 3) Implement five-year referenda with USDA-honored results. 4) Increase petition transparency and producer database access for votes. 5) Verify: referendum turnout and program continuation tallies.
