Mandate Ch. 10 (USDA) — CCC Discretionary Authority: next Administration should refrain from using section 5 discretionary authority; promote legislative fixes ideally repealing Secretary’s §5 authority; at minimum amend Charter Act to limit emergency farmer aid, prohibit aid beyond farmers/ranchers, clarify temporary targeting, and tighten judicially challengeable discretion.

1) Restore lawful CCC §5 use only for genuine, transparent emergencies with congressional reporting.
2) Oppose total repeal if it blocks rapid disaster response tools without replacement authority.
3) Require public notices and farm-bill consistency checks for any discretionary program.
4) Codify anti-slush criteria distinguishing disaster aid from novel policy programs.
