Move Food and Nutrition Service means-tested programs from USDA to HHS
Mandate would transfer SNAP, WIC, school meals, and other FNS means-tested programs to HHS so all anti-poverty programs sit in one department, eliminating FNS at USDA.

Undo plan
1) Keep nutrition programs at USDA if transfer would disrupt EBT delivery, school-meal logistics, or WIC formula contracting.
2) If consolidation desired, phase with shared services and state partnership continuity.
3) Protect Dual Mission expertise linking agriculture markets to nutrition.
4) Require GAO transition plan before statutory move.
5) Verify: payment error rates and benefit interruption metrics during any shift.
