1) Reinstate lawful career SES occupancy of positions where statute/OPM rules require career incumbency; reverse mass day-one removals used for loyalty purges.
2) Restore delegations needed for continuous benefits/health operations with documented Secretarial oversight—not vacuum-by-rescission.
3) Separate policy direction from illegal Schedule F–style conversion of career roles.
4) Codify merit-system protections and IG notice for SES reassignments.
5) Verify: OPM/MSPB audit of day-one SES moves and vacancy impacts on claims/care.
