1) Issue a WHO reorganization memo restoring dual reporting paths so Cabinet secretaries and career agency leadership can reach the President/Counsel without mandatory PPO liaison gatekeeping.
2) Separate liaison roles from PPO hiring/firing authority; treat agency contacts as coordination, not personnel control.
3) Publish an org chart that restores policy-council and Counsel clearance before political rollout sequencing.
4) Codify in White House staff manual that campaign-promise tracking cannot override statutory Take Care duties or Inspector General access.
