Undo plan
1) Re-split Deputy Chief portfolios so political outreach (OPA/OPL) is not nested under policy clearance for legislative and regulatory work.
2) Restore IGA’s two-way liaison role to state/local/tribal governments independent of party-organization pipelines.
3) Require ethics/Hatch Act training and written firewalls between official policy development and campaign/party coordination.
4) Codify staff manual rules that state-party and grassroots input is advisory, not a veto on agency rulemaking.
5) Verify: annual Hatch Act compliance review of OPA/OPL/IGA staff; publish meeting logs separating official vs political events.
