Reorient Intergovernmental Affairs to sell the Administration agenda to states
Mandate says IGA’s primary job is to make state, county, local, and tribal governments understand and ultimately support the Administration’s agenda—not merely represent their interests upward.

Mandate Ch. 1 (White House Office) — Office of Intergovernmental Affairs: IGA represents non-federal perspectives, but its primary job is to make sure these entities understand an Administration’s agenda and ultimately support it; work with OPA and OPL; be proactive in seeking out non-federal interests while advancing White House priorities.
Undo plan
1) Restore IGA’s charter as two-way federalism liaison: elevate state/local/tribal concerns into policy design, not one-way message discipline.
2) Prohibit conditioning formula grants or technical assistance on political support for White House messaging.
3) Create standing consultation calendars with bipartisan governors’ associations, mayors, and tribal nations.
4) Codify consultation requirements for major rules affecting state administration (Medicaid, education, disaster aid).
5) Verify: state/tribal consultation records attached to major rules; complaint channel for coercive grant practices.
