Mandate Ch. 1 (White House Office) — Office of Cabinet Affairs: in prior Administrations OCA tracked the President’s agenda for chiefs and senior advisers and worked with each department to advance policy priorities; in the future, amplifying this function would truly benefit both the President and the conservative movement.
Undo plan
1) Redefine OCA as coordination/communications support, not a political scorecard enforcing ideological targets on career components.
2) Restore agency statutory mission statements and career program offices as primary implementers subject to law, not WHO political trackers.
3) Require Cabinet meeting agendas and agency taskers to disclose legal authorities and budget constraints.
4) Protect Inspectors General and scientific integrity offices from OCA pressure campaigns.
5) Verify: agency rulemaking dockets show Counsel/OIRA process intact; IG independence metrics.
