1) Keep exclusive-lane charts for efficiency but restore mandatory joint clearance where civil rights, fiscal, or treaty equities cross councils.
2) Require PCC→DC→PC process to include dissenting agency views in the President book—not single-council gatekeeping.
3) Publish a public WHO policy-assignment matrix so Congress and agencies know who owns what.
4) Prevent “speed” from skipping OIRA, Counsel, and statutory consultation.
5) Verify: share of major EOs/rules with multi-council clearance documented.
