Mandate Ch. 1 (White House Office) — Office of Presidential Personnel (PPO): staff the executive branch with people equipped to implement the President’s agenda; fill ~1,000 PAS and ~3,000 political jobs with dedicated conservatives; identify programmatic political workforce needs early and develop plans (for example, Schedule F); maintain a strong relationship with OPM to effectuate the President’s Title 5 authorities; play “bad cop” for firings and hirings; serve as personnel link between conservative organizations and the executive branch.
Undo plan
1) Rescind Schedule F / Schedule Policy/Career (or successor) categories that strip civil-service protections from policy-influencing roles; restore competitive service defaults.
2) Narrow PPO to PAS and true political Schedule C slots; restore OPM/MSPB processes for career hiring and adverse actions.
3) End pipeline exclusivity with partisan organizations; require vacancy announcements and conflict-of-interest screening for political appointees.
4) Seek statutory civil-service locks and funding for MSPB/OSC capacity.
5) Verify: OPM headcount of converted positions restored; MSPB case metrics; public Schedule C/PAS rosters.
