1) Rescind any revived administrative PAYGO EO or OMB circular that freezes beneficial regulations or spending required by statute.
2) Replace with transparent budget scoring that does not let OMB alone kill protective rules via artificial offsets.
3) Restore agency authority to implement mandatory programs without PAYGO hostage-taking.
4) Codify that regulatory cost-benefit review cannot nullify clear statutory mandates.
5) Verify: OIRA/OMB logs of PAYGO-blocked actions and restoration of stalled statutory rules.
