Mandate Ch. 2 (Executive Office of the President) — NSC: staff will need to consolidate functions of both NSC and Homeland Security Council, incorporate the recently established Office of the National Cyber Director, and evaluate required regional and functional directorates; HSC has overseen pandemic response and its incorporation is important.
Undo plan
1) Restore a distinct Homeland Security Council or equivalent for domestic preparedness if consolidation diluted DHS/FEMA coordination.
2) Preserve statutory independence and resources of the National Cyber Director’s office where Congress intended a separate coordinating role.
3) Reissue org directives clarifying NSC vs. domestic crisis authorities and privacy/civil-liberties limits.
4) Codify cyber coordination roles to avoid DoD/IC overreach into domestic networks.
5) Verify: published EOP org chart; after-action reviews of domestic incident response under the new structure.
