Mandate Ch. 2 (Executive Office of the President) — NSC: evaluate and eliminate directorates not aligned with the President’s agenda; accountable seniors should be political appointees or minimum career detailees selected and vetted politically; return all nonessential detailees to home agencies on first day; replace essential detailees ASAP with staff aligned to new priorities; staff vast majority of directorates with aligned political appointees.

1) Rescind Presidential Directives that treat NSC as a political purge-and-replace apparatus.
2) Restore balanced career/political NSC staffing with expertise requirements and dual-hatting limits.
3) Reinstate interagency clearance norms so NSC cannot unilaterally override State/DoD/IC statutory roles.
4) Codify ethics and Hatch Act firewalls for political NSC staff directing agencies.
5) Verify: published NSC staffing composition; IG review of improper detailee removals affecting continuity.
